Categorical Overlaps: Blurred lines between Admin, Technical, and Support create "Agile Chaos"—not structured agility.

Plantilla Ratio: Only 4 of 9+ roles are permanent. Heavy reliance on JOs creates institutional fragility.

Technical Support Ecosystem: All specialized roles (Data, IT, Partnerships) are non-permanent—high risk of memory loss.
